James Slater Gibson moved to Toledo in 1921. His arrival contributed to the exponential growth of the African American population at the time, which increased from 1,887 residents in 1910 to 5,691 in 1920 according to Toledo census data.

He studied law at the University of Toledo while working as a linotype foreman in a printing plant. Even as a student, James Slater's prowess for law was clear, earning him an award in legal research.

After graduation and in 1931, James Slater began his own private law practice. He was later appointed as an Assistant City Law Director for Toledo, making him the first African American lawyer to work for the city.
